Ask any director of institutional research or head of analytics at a mid-size university how their backlog looks. The answer is almost always some version of the same thing: too many requests, not enough people, and a queue that has been growing longer for at least two years.
The admissions office needs an enrollment funnel dashboard broken down by program and intake cycle. Financial aid needs caseload visibility by counselor. Facilities wants maintenance and operations reporting that updates daily. The CFO's office needs departmental spend dashboards that department heads can actually interact with. The provost wants a student success dashboard before the board meeting.
These are reasonable requests. They're the kind of visibility that modern institutional leadership needs to make decisions. And at most universities, they sit in a queue for months because the team responsible for building and maintaining analytics infrastructure is already running at capacity just keeping existing dashboards alive.
This is the real analytics problem in higher education. The structural gap between the demand for data-driven decision making and the institutional capacity to actually deliver it.
Why the Analytics Backlog Keeps Growing
EDUCAUSE's 2026, the annual benchmark for where higher education IT leaders are spending their attention puts the data-empowered institution at the center of the agenda. The message from CIOs and CDOs across the sector is consistent: the pressure to democratize data access across departments is real, the expectation from leadership is rising, and the internal capacity to meet that expectation is not keeping pace.
Macalester College's CIO described it plainly in EDUCAUSE's most recent research: "We just found that not every area at the institution has the same level of expertise for data within their functional group. It got to the point where we really stalled out." The institution's response was to create an entirely new data strategist role.
The structural problem has two layers that compound each other.
The first is the maintenance burden. A university analytics team that built its BI environment over several years is now spending the majority of its time keeping that environment running, monitoring dashboards, fixing broken data connections, managing access requests, responding to ad-hoc data pulls from leadership. The work that needs to happen, building the new dashboards that department heads are waiting for keeps getting pushed because the maintenance load doesn't shrink. The second is the access governance problem. The Maintenance Burden and the Access Governance Problem
The specific trigger varies by institution. At some universities, it's a Tableau renewal decision that forces the question when the cost of extending per-seat licenses to a wider audience becomes obviously unsustainable, the platform conversation becomes unavoidable. At others, it's a new CIO or CDO who inherits a backlog and immediately recognizes that the existing team structure can't resolve it. At others still, it's an AI initiative that stalls because the data foundation underneath isn't governed or accessible enough to support it.

Based on what we've seen work across higher education analytics engagements, the institutions that successfully close the gap between analytics demand and delivery capacity do three things differently.
They separate the maintenance load from the build load. The same engineers who maintain existing dashboards cannot also clear the backlog of new requests. These are different tiers of work that require different kinds of focus. Institutions that make progress separate them structurally, whether by bringing in dedicated capacity for new builds, or by absorbing the maintenance tier so existing engineers can focus on forward-looking work. Without this separation, the backlog doesn't clear. It just gets managed.
They build for governed self-service from the start. The instinct when a department head requests a dashboard is to build them a dashboard.
